House and Senate Republicans would jump at the chance to vote for a bill that provided tort reform, allowed insurance to compete across state lines and created association health plans.  Add prohibitions on arbitrary coverage rescission along with a generous plus up of community health center and high risk pool funding and you&#039;ve have a better bill that would end up doing more of what most people think reform was supposed to be doing: namely making coverage more affordable for people.
