		<description>It seems to me that by counting costs of Community Rating (25%) and Guaranteed Issue (94%) separately, you are charging for the same thing twice. Specifically, it doesn&#039;t really cost money for someone to HAVE insurance (Guaranteed Issue), it only costs money when they USE the insurance. This latter time is reflected in the purported costs of Community Rating., where these unhealthy individuals begin to incur the costs that all of their community-rated peers must now PAY for with their increased premiums. 
I am also quite reluctant to accept these politically-generated figures (Bush White House?) as factual, despite the disclaimer that they are based on non-group/individual policiy costs.
